Who can manage cases in Desk?

It is important for the hotel's operations to understand who are the users that can manage the cases in the Desk module, by manage we mean change the stage, change the responsible, change the priority, change the ptype, add or remove associated areas, add followers and discard the case.

The only users who can perform these actions are the creator and the person responsible for the case, together with the administrator users who can manage all the cases created.

In the case of users who are followers of a case, they will be able to contribute with their comments on the case and can unsubscribe as followers.
